The Deputy Director of Universal Credit, Howard Shiplee – who started in the role 16 weeks ago – said he was not going to make any commitment until he had finished the review work he was doing.

Sounds like a really good move, time to re-baseline expectations.

I agree with you that the next step will have to be a realistic budget – it now emerges that the Treasury will not allow further spending until a review of the Business Case in November, with a robust underlying plan.
